Lithuanian military intelligence chief accused of psychological abuse, workplace bullying

The head of Lithuania’s military intelligence service is facing a disciplinary investigation after a Defence Ministry probe found evidence of possible psychological abuse and workplace bullying toward intelligence officers.

The ministry’s inspector general, Almantas Leika, announced the findings Friday following an internal inquiry into the conduct of Elegijus Paulavičius, director of the Second Investigation Department under the Ministry of National Defence (AOTD).

“The investigation found that Elegijus Paulavičius may have failed to properly carry out his duties as director of the Second Investigation Department and did not ensure that his subordinates were granted the rights guaranteed to them by law,” Leika told reporters.

He added that Paulavičius’ actions “may have constituted psychological abuse and/or bullying toward AOTD officers”.

Based on the findings, the ministry has launched a formal disciplinary review into Paulavičius’ conduct.
