Lithuania halts new foreign work permit applications as quota nears limit

Lithuania’s Migration Department has suspended the acceptance of new applications to employ foreign nationals after the country’s annual quota for 2025 was nearly exhausted and about 4,500 applications are still being processed.

The decision took effect Wednesday, the department said.

This year’s quota, set at 24,830, covers all professions and job functions across every sector starting from January 1.

As of the morning of October 15, 20,500 quota units had already been used, while another 4,460 applications for temporary residence permits based on employment were under review, according to the department.

Because the combined total of used and pending quota units exceeds the annual limit, the department said it will no longer accept new applications to employ foreign nationals.

Once the quota is fully used, a temporary residence permit for employment purposes may be granted only if a foreign national’s gross monthly salary is at least 1.2 times the national average – currently €2,667.60 – or if their profession is included on Lithuania’s list of high value-added, shortage occupations. In that case, the required minimum salary is the national average, now €2,223 gross.
