Russian citizen who jumped from Kaliningrad transit train found in Lithuania

A Russian national who jumped from a Kaliningrad-bound transit train in June has been located, Lithuania’s Interior Ministry announced Friday.

“The Russian citizen who fled from the Kaliningrad transit train in June has been found. His whereabouts are known to the relevant authorities, but due to an ongoing investigation, no further details can be disclosed,” the ministry said in a statement.

The individual – identified as Danil Mukhametov, born in 2004 – escaped from the Adler–Kaliningrad train on June 17.

Police said the train was approximately 25 minutes from its stop at Kybartai railway station when a conductor noticed an open door between the towns of Pilviškiai and Kybartai, indicating someone may have jumped from the moving train.

An investigation into illegal border crossing was launched in early July by prosecutors. The State Border Guard Service initially declined to open a case, citing a lack of evidence that a crime had been committed under current legal definitions.

Following the incident, the Interior Ministry announced plans to develop an integrated control algorithm for monitoring Kaliningrad transit routes.

Transit between mainland Russia and Kaliningrad through Lithuania is governed by a European Union–Russia agreement outlining specific obligations. Border officials conduct document checks on all Russian passengers travelling via simplified transit procedures, ensuring compliance with Schengen Border Code requirements and preventing unauthorised entry.

Russian citizens travelling through Lithuania must not pose a threat to national security, must not be listed as wanted individuals, and are required to carry valid documentation and visas or special transit permits.

A similar incident occurred in 2020, when an Uzbek citizen jumped from a transit train near Vilnius and died in what authorities described as an accident.
