Lithuania mulls installing bomb shelters in new public buildings

The Lithuanian government will propose amendments, obliging constructors to install bomb shelters in newly built public buildings or large apartment blocks, Interior Minister Agnė Bilotaitė said on Monday.

“We’ll have a requirement for newly built public buildings to have appropriate facilities for emergencies to be installed,” she said.

Specific requirements for such facilities are still being discussed with the authorities, the minister added.

Under the drafted amendment to the Law on Civil Protection, newly built public buildings that could have more than 100 people inside at any time or apartment blocks with more than five storeys, will have to be designed and constructed as a collective protection building.

Exceptions would be made for religious buildings.

Earlier calculations, made in response to Russia’s invasion of Ukraine, showed that the existing shelters would only protect 40 percent of the country’s population, while the rest could take shelter in basements and underground parking lots.
