EU imposes €3 duty on parcels from China

A new three-euro customs duty on low-value parcels from third countries takes effect across the European Union on Tuesday as part of efforts to curb the influx of shipments, mainly from China.

​The decision, reached last December, applies to all imports under 150 euros from platforms such as Temu, AliExpress and Shein. Previously exempt from customs duties, these shipments will be subject to the new rules until July 2028.

The three-euro duty applies to each distinct product type within a parcel; if a single shipment contains multiple types of goods, the fee may be applied more than once.

Parcel delivery representatives interviewed in March warned that the new fee would affect Lithuania, potentially reducing shipment volumes and raising concerns over market competition.

Lithuanian Customs said the previous exemption for low-value goods created unfair competition for European Union sellers.

It also said such shipments are frequently linked to fraud and pose risks to consumer health, safety and the environment.
