Lithuania approves National Defence Plan

Lithuania’s State Defence Council (VGT) on Monday approved the National Defence Plan, said Kęstutis Budrys, Chief National Security Adviser to President Gitanas Nausėda.

“The main and big issue of today’s meeting was the approval of the National Defence Plan, which means that Lithuania has a public, simple, and accessible document that outlines how the state sees itself in wartime and defines the involvement of every citizen,” Budrys said at a press conference after the VGT meeting.

He said that the plan foresees the place of every citizen in the defence of the country, “so that there is not a single citizen, company, or organisation that do not know what they would do”.

According to the President’s Office, the National Defence Plan is designed to ensure that the different elements of the global defence function as a coherent whole. It includes armed defence, mobilisation, and civil resistance.

The objective of the plan is to defend the sovereignty and territorial integrity of Lithuania against armed attack through the concerted efforts and resources of the Armed Forces, NATO, state and municipal authorities, economic operators, citizens and their organisations.

The plan was prepared by a group of experts from the President’s Office, chaired by Nausėda.

According to Budrys, a large-scale mobilisation exercise will also be organised in Lithuania next year.

“Next year we plan to organise a large-scale general mobilization exercise to check how our whole system works,” he said.

The VGT also discussed the state mobilisation system and the mandate for international operations and deployments in 2024-2025.
