Lithuanian court deems ex-president’s donor threat to national security

The Regional Administrative Court has ruled that Russian businessman Yuri Borisov, a former supporter of impeached Lithuanian President Rolandas Paksas, poses a threat to Lithuania’s national security. 

On March 26, the court examined Borisov's appeal against the Migration Department's decision to revoke his permanent residence permit and ban him from entering the country for five years.

The judicial panel dismissed the appeal as unfounded, having assessed the threats posed by Borisov to the security of the state of Lithuania.

The ruling is not final. Borisov’s appeal was received on Friday and referred to the Supreme Administrative Court of Lithuania.

Lithuanian President Paksas was impeached in April 2004. The Constitutional Court ruled at the time that he had broken his oath of office and violated the constitution when he granted Lithuanian citizenship to his financial donor and adviser Borisov by way of exception.
