Lithuanian Presidency to begin trilogues on Telecoms guidelines

Yesterday the Committee of Permanent Representatives (COREPER I) granted the Lithuanian Presidency a general mandate to have the first trialogue with the European Parliament and European Commission on the amended proposal for a Regulation on guidelines for trans-European telecommunications networks, www.eu2013.lt has informed.

Telecoms guidelines are a key component of the Digital Agenda for Europe and their finalisation is one the priorities of the Lithuanian Presidency. General orientations of the guidelines are set out essentially to deal with the issues of funding of broadband networks, prioritising projects on Digital Service Infrastructures (DSIs) and ensuring appropriate Member State involvement in the governance of the instrument.

The amended proposal takes into account the decision from the European Council to significantly reduce the budget for the telecoms part of the Connecting Europe Facility (CEF). The budget for TEN-TELE amounts to one billion euros in the 2014-2020 MFF.

CEF Regulation and the Telecoms guidelines in the three covered sectors (energy, transport and telecommunications) should be up-and-running by January 2014.

The initiative is anchored in the Europe 2020 Strategy for smart, sustainable and inclusive growth, which put digital infrastructures at the forefront as part of the flagship initiative ‘Digital Agenda for Europe’.

The initial proposal for a Regulation of the European Parliament and of the Council on guidelines for trans-European telecommunications networks was submitted by the Commission on 26 October 2011.

The informal trialogue is scheduled to take place on 2 October. European Parliament ITRE Committee voted on the Proposal on 9 July, 2013.
