Budapest remains at the top of the Post Office City Costs Barometer 2014 and Warsaw in third place.
The cost of 12 typical city break items, including accommodation, drinks, meals, sightseeing and local transport fares, in Vilnius is estimated at 117.99 pounds, up from 140.99 pounds last year.
Riga this year is in sixth place with 148.34 pounds and Tallinn follows closely is in seventh with 148.36 pounds.
The Latvian capital was ranked as the cheapest city break destination in 2012, followed by the Hungarian capital in second place. The Lithuanian capital was not on the list that year.
