The meeting will focus on measures to ensure the security of the Baltic States.
Biden arrived in Lithuania from Poland where he reassured regional allies, as Russia tightens its grip on Ukraine's breakaway region.
At a press conference with Polish PM Tusk, he condemned what he termed as "steps to annex Crimea" by Russian President Vladimir Putin.
