Vilnius will require ‘Ukrainian card’ for free public transport

Ukrainian refugees in Vilnius will need a valid, personalised “Ukrainian card” to use the city’s public transport for free starting in September, authorities said.

The Transport and Communications Services Company (JUDU) said the cards began being issued in Vilnius on March 1.

“We understand that in the face of war, people’s greatest needs are security and the ability to integrate into daily life as quickly as possible. This is our way of helping and ensuring that movement around Vilnius is simple and accessible to everyone,” JUDU head Loreta Levulytė-Staškevičienė said in a statement.

The Vilnius City Council decided last December to make the card mandatory. According to JUDU, the measure maintains social support for those affected by the war while creating a clearer, more transparent system for applying public transport benefits and more accurate passenger accounting.

Once issued, the card will replace the need for refugees to show a passport or other document each time they use public transport. The cards cost 1.50 euros.

Free access for Ukrainian refugees to Vilnius public transport was introduced in 2022.
