Lithuanian parliament moves to ease land expropriation rules for Rail Baltica

On Tuesday, the Lithuanian parliament, Seimas, agreed on amendments to eminent domain law to ease land expropriation procedures for important national projects.

“The very important Rail Baltica track between Kaunas and Tallinn is currently being built,” said conservative MP Kazys Starkevičius, and the law amendments will “help shorten the procedures” for land expropriation.

The amendments will allow the government to authorize institutions, state companies and other firms to undertake parts of the land expropriation procedures, and also finance them.

Therefore, according to the MP, National Land Service and the Lithuanian Railways undertaking the Rail Baltic project can be more flexible.

The owner of land taken over for public use would be compensated within 10 days after signing an agreement.

The Seimas will still need to vote to pass the amendment.

Rail Baltica will connect Warsaw, Kaunas (and Vilnius), Riga, Tallinn and, indirectly, Finnland. The project is due to be completed in 2026.
